It is a bit odd, but weather has never quite been perfectly predictable.

And I believed that it was just dependent on the rain and the difference in air temperature vs ground temperature.

True... Fog does tend to linger more in low lying areas, as it takes longer for the sun's rays to evaporate the moisture.

Has there been any unusual activity involving pollution? Factory emissions, gas tanker accidents?

I don't believe he'd do you any harm. I allowed him to examine myself and my Persona, for research. I wouldn't do that if I didn't trust him.
